Tommy specializes in mitigation banking, ecosystem markets, turnkey permitting solutions, conservation easements, land transactions, market analysis, and managing all aspects of ecosystem restoration and mitigation banks.

Tory Grayson, COO

Tory specializes in mitigation bank, in-lieu fee, and permittee-responsible mitigation origination and delivery. He has originated, managed, and/or delivered more than 40 mitigation projects across multiple U.S. Army Corps of Engineers districts. Tory focuses on creating strong business cases for all stakeholders while advancing regional conservation goals.

Scott West, Director of Land

Scott brings more than ten years of experience sourcing and managing land transactions associated with mitigation projects. His background in real estate and conservation has contributed to the successful delivery of thousands of mitigation acres across multiple states.

Our Story

Confluence Partners was founded by restoration professionals who spent their careers developing, permitting, constructing, and managing ecological restoration projects throughout the southeastern United States.

After decades of experience working within environmental consulting and mitigation banking organizations, we recognized an opportunity to build a company focused on full-cycle environmental asset development. We bring together conservation expertise, capital partnerships, and project execution under one platform.

Today, Confluence Partners works alongside investors, landowners, developers, and public agencies to create projects that generate both ecological and economic value.
